The Zerg Swarm are specialized to adapt genetic strains from other creatures, and this is how it has become so powerful, only taking the best for itself. When the Zerg came across the Terrans, they didn't see much use of their genes, and they have mainly been used in a similar fashion from how the Baneling now is used, as a suicide bomber against their enemies. They are used as bio-matter to throw at the enemies of the Swarm, much like they can do with other local animals and plants they come across on new worlds.
During the initial conflict with Terran and Protoss, the Zerg believed they needed the use of additional psionic powers to defeat their enemies. The only species with strong enough psionic abilities were the Terrans, but very few of them even has this ability. The other problem is that the general infestation of a being will among other things also completely crush their intelligence, logical reasoning and psionic abilities. The first truly carefully infested human was Sarah Kerrigan, who retained and expanded her psionic abilities well beyond her initial capabilities.
Newer infestation made by Infestors will "just" infest the Terrans or Protoss warriors to a smaller extent, and make use of what weapons they have at hand, rather than turning their torso into sacks of explosive gas. These Infested Terrans will use their weapons to open fire at any enemies of the Swarm within the vicinity.

There are many different ingame attributions to Infested Terrans. They are all from mindless suicide bombers to skilled psionic warriors. Any detailed game-information about Infested Terrans needs to be consulted on each individual unit.
[edit] StarCraft II Unit
The StarCraft II Infested Terran does not require any minerals or gas to produce, but are created through the use of an Infestor creating an infestation in a Terran Building. For 15 seconds, Infested Terrans will be created and pour out of that building, firing at the enemies of the Zerg player. This only works on Terran and Protoss buildings, creating Infested Terrans and Infested Protoss respectively. These units have quite few Hit Points, and can easily be killed, but are still a major hassle if the wrong building is infected. These units will not explode like the StarCraft version.
The most recent Starcraft 2 battle report shows Infested Terrans beings spawned from eggs laid by the Infestor rather than coming from a building.

Infested Terrans who have kept their sentience, but possibly have harmed intelligence or and/or sanity.
- Samir Duran (it is unknown what species he actually belongs to, and if he actually was infested)
- Eschueta the Wicked (mercenary leader)
- Sarah Kerrigan, the Queen of Blades, now the sole ruler of the Zerg
- Morik ("mutate" - infestation controlled by nanites)
- Sistask ("mutate" - infestation controlled by nanites)
- Ethan Stewart (infested by Kerrigan with intention to make him her consort)
- Alexei Stukov (reanimated through infestation by Cerebrate Kaloth, later purged by Protoss "radical nanotech serum")

[edit] Development
The original concept art of Infested Terrans mostly depicted them still carrying Terran weapons, but with sprouting fangs, claws and octopus-like tentacles. The "exploding-suicide-Terran" was probably a late development idea to fill a specific need (a suicide unit), as well as the ideas of infestation on a grander scale than just Kerrigan herself, enabling the Queen to infest Terran Command Centers. Still, due to the effort involved in creating such things, they were seldom used.
In StarCraft II, they get a more prominent role, as they will be able to use their ranged attacks instead of spending their lives to explode, and also look significantly cooler, which probably was a good reason for the change as well.
