Liftoff
From The StarCraft 2 Wiki
Liftoff is an ability related to Terran buildings, which enables them to become airborne and move around on the combat zone for quick relocation.
Background
The ability for buildings to liftoff and change location is one of the core traits of the highly flexible Terran army, regardless of which Terran faction is on the battlefield. The use for on-field repairs ability to change location in accordance to situation has long been a stable in Terran production. This feature is still quite complex and expensive, and is only applied to the more "major" Terran structures such as the Command Center, Barracks, Engineering Bay, Factory, Starport and the now mostly defunct Sience Facility.
Besides the obvious advantage of being able to fly away from any land-based threats, it's also used to apply add-ons as efficiently as possible, by enabling buildings to switch around between the more stationary secondary buildings.
Newer Terran designs also allow for Command Centers to house up to 5 Space Construction Vehicles, for easier mining operations when gathering minerals or Vespene gas, moving from site to site, instead of constructing additional Command Centers.
A building can not have any active production while airborne.
