Optical Flare
From The StarCraft 2 Wiki
Optical Flare is a Terran Medic ability in StarCraft I which permanently "blinds" the targeted enemy unit, reducing its sight radius to 1.
Background
The sole defensive armament of the Medic is the A-13 Flash Grenade Launcher. Originally designed as a way to provide illumination to the battlefield, both the delivery system and the projectile have been modified to discharge a maximum burst in the visible white light and ultra-violet spectrum. This has the side effect of severely damaging the retinas or photo-optic receptors of any targeted unit. [1]

Optical Flare is available to the Terran Medics and has the ability to permanently blind the targeted enemy unit, reducing its sight radius to 1. Not to be confused with the StarCraft II Medic ability Flare.
Terran players can remove this status effect by using the Restoration ability. Protoss and Zerg players are not so lucky, although a Protoss player can use the Dark Archon's Mind Control ability to capture a Terran Medic or SCV to eventually gain access to Restoration.
A unit that is blinded can still use other friendly units to spot for it. Only its sight radius, and not its attack range, is reduced by this ability. If a detector is struck with an Optical Flare it will also lose its ability to detect.
