The Orbital Command is the new name for the surveillance upgrade of the Command Center.

The main feature of this station is that it can call down Mules that are basically SCVs that can harvest more minerals, but not gas or build buildings.

The Orbital Command was originally called the Surveillance Station but appears to have been renamed as part of the StarCraft 2 Q&A Batch 49 when it gained the two Calldown abilities.
