[edit] Game Unit
The SCV will actively build the Terran buildings, not like Probes or Drones, who use other means. During the construction, the SCV is still vulnerable to attacks, and can be killed, halting the construction until another SCV continues.
In addition to building, they can also repair units of mechanical type as well as buildings, becoming a valuable asset even in defense or front lines. Repairing and building for additional help "on-the-go" will help the attacking or defending force to prevail.
SCVs are built in the Command Center. You can queue up to 5 SCVs at once in each Command Center.
[edit] StarCraft II Unit
The Command Center in Starcarft II can house up to 5 SCVs, and can transport them with lift-off.

[edit] Development
Blizzard has admitted to have been inspired by the Alien 2 construction robot that Ripley is using to fight the Queen in the final scenes of the movie. The earlier versions of SCVs have most of the body free in the open in a similar way to the construction bot as well. Look at the StarCraft: Ghost concept art shown in the gallery below for a clear image. The tools of the StarCraft II SCV also shares similarities with the grappling tool, but the later versions of the SCV is covering the pilot to a greater extent.Earlier versions of the StarCraft II SCV were able to build a Terran Thor unit directly on the spot. It was later moved to be produced in the Factory as the developers felt it was a bit unbalanced to be able to make one Thor per SCV in play.
