From The StarCraft 2 Wiki
The Starport facility is used for the construction of the Terran air fleet.
In the build prior to the 29th of September 2007 it could upgraded to a Starbase, enabling unit construction while in flight.

HP: 750
Special Abilities: Lift Off
Upgrades: Starbase
Add-ons: Tech Lab (interchangeable with Factory and Barracks)
